It did occur to me that this country has a challenge in electing people with integrity, honesty, moral uprightness, trust, and many other admirable traits. I am pasting the Constitution Party’s platform on Character and Moral Conduct. This really does separate the Constitution Party from all others. Character and Moral Conduct
“John Adams, 2nd President and signer of the Declaration of Independence warned: “Our Constitution was made only for a moral and religious people. It is wholly inadequate to the government of any


other.” He also counseled: “The people have a right, an indisputable, unalienable, indefeasible, divine right to that most dreaded and envied kind of knowledge – I mean of the character and conduct of their rulers.” Our very Constitution is threatened when we permit immoral conduct by our leaders. Public respect and esteem toward public officials has fallen to a shameful level. The Constitution Party finds that a cause of this national state of disgrace is the deterioration of personal character among government leaders, exacerbated by the lack of public outcry against immoral conduct by public office holders. Our party leaders and public officials must display exemplary qualities of honesty, integrity, reliability, moral uprightness, fidelity, prudence, temperance, justice, fortitude, self-restraint, courage, kindness, and compassion. If they cannot be trusted in private life, neither can they be trusted in public life. It is imperative the members and nominated candidates representing the Constitution Party and its state affiliates recognize the importance of demonstrating good character in their own lives.”

The January 6 Commission.
The Democrats want to form a January 6 Commission to investigate the U.S. Capitol breach. This is totally unnecessary. Congress already has the tools to investigate January 6. They have subpoena power through several government agencies, Homeland Security among them. They have done this as a SOP hundreds of times already. This is a blatant attempt drag out the process of an investigation for weeks and more like months all the way to the mid-term elections. At this writing, the Senate has not taken any action on this. Hopefully, they will do the right thing and vote it down.
Curtailing Emergency Powers
Kudos to the Pennsylvania voters for limiting the governor’s emergency powers!  
The voters approved two ballot questions concerning curtailing the governor’s emergency powers to the response of the coronavirus pandemic.  


The results show, unofficially, that 54% of voters want the state constitution amended to allow their state lawmakers to terminate a disaster declaration at any time. At the moment, it can only be terminated with the governor’s approval or two thirds of the support of the general assembly.
With nearly the same percentage the voters approved a proposal that limits a disaster declaration to 21 days, instead of 90. They also, approved transferring power to extend an emergency order from the governor to the legislature. Source Spotlight PA by Sarah Anne Hughes.

They will be held to the highest ethical standards in dealing with the public, donors, government officials, and candidates. Corrupt candidates come from corrupt parties. Honest and honorable candidates can only come from a party that insists that all its leaders have the same characteristics.


When interviewing potential candidates, a history and reputation of their character, integrity, and commitment to honesty will be just as important as their commitment to Constitution Party principles.
We will only be seeking candidates that accept and recognize that all elected officials are Public Servants. We are seeking Representatives, not Rulers.
Most importantly, Constitution Party candidates will be strongly encouraged to sign a contract with the voters that lists the campaign promises that they will guarantee to accomplish while in office or face consequences.
WHY A CONTRACT? When you deal with businesses and people that you do not know, the contract is the instrument that we use to ensure that both parties will keep their promises. Our politicians have shown that they cannot be trusted with their promises and we are not going to ask you to trust us. We will EARN IT by signing a contract that specifically lists the promises that our candidate makes and requires them to keep them.
The Constitution of the United States is a contract between the government and the people. Why should candidates be exempted from a contract?

Memorial Day  
Memorial Day is Monday the 31st.  I am encouraging everyone to take a moment of observance and attend or better yet participate in the many local ceremonies. You may buy a few flags to put on veterans’ grave sites. You may escort a veteran that can’t attend a ceremony to one. You may visit a family members or friends last resting place and spend just a little time offering your respect.
If the membership send pictures of their Memorial Day ceremonies I will try to put them on our pages.  
                  If things do not change, they remain the same.

January was a fairly good month for us.
Our monthly meeting on the 6th of January was very productive. We had a couple of members in attendance with some great ideas and insights. We are putting some of those ideas into practice. Those ideas will help us grow.

The two Meet N Greets we are having per month are starting to bear fruit. Several people are attending. We talk about a wide variety of subjects concerning the Constitution Party of New York and where we are headed. If you can join us for these Meet N Greets please do. You may forward the login information to family, friends, and neighbors. These are a casual way to ask questions and learn more about us.  

We have a new member coming on board from the Rochester area. His membership information has not been settled yet so I am not going to introduce him yet. I will in future correspondence.

  One of our most important goals for 2021 and 2022 is to have quality, enthusiastic Constitution Party members running for local offices. Why is running for local office so important?
  Your local representatives will be making legislative decisions that directly affect your everyday life. Your county legislatures, town boards, village trustees, sheriff, mayors, city councils, county clerks, school boards, and many others will make rules that affect you now. We need Constitution Party members to run for office and become rule makers, not rule followers.  
   Every county has their own Board of Elections. As a candidate you will need to visit your county BOE to research what positions will be up for election, how many ballot petitions signatures you will need and the time frame to get those signatures.  


 Then you will need to form a team of like-minded people that want to solve the problems that are central to all of you. You will then need to form your strategy. A campaign without a strategy is not a campaign at all.  
    Your fundraising efforts, which are unique to every campaign, will be determined by which position you are running for. For instance, when I ran for Schalmont School Board the petition signature requirement was only 25 to get on the ballot. When I ran for Assembly District 111 the signature requirement was 1,500 signatures. Two vastly different campaigns that required vastly different fundraising efforts and teamwork.  
  There is a lot more that needs to be done. If you have thoughts of running for office now is the time to start organizing. You may contact me at wwilday@nycap.rr.com to start ball rolling.  I am here to help you regardless of where you are in the state.
  Increasing our membership is another top priority. Without a solid membership base, we will not be able to accomplish any of our goals. Membership is only $20.00 for the year. Our fiscal year is from January 1 through growing December 31st. With membership you will be able to attend the monthly meetings, become an Executive Committeeman, chair, or be involved in important committees, running for any leadership positions at the State Convention and most importantly have your voice heard. We will make a huge difference when we all work together.  
   I am floating the idea of having Patriot Potluck get togethers. We could organize within our own spheres of influence, by that I mean family, friends, and neighbors, that are Patriot minded. We could just get together to enjoy each other’s company. The idea is to exchange thoughts and ideas to let us Patriots know we are not alone.  
  We may have a core group of people to rotate monthly get togethers in homes or set up a monthly get together at a central location. It’s a small way to keep Patriotism alive and well.

Our National Platform on Executive Orders:
Executive Orders Article 1, Section 1 of the Constitution clearly restricts the power to make laws: “All legislative Powers herein granted shall be vested in a Congress of the United States”. Presidential Executive Orders are clearly “legislative powers”. We oppose the use of Presidential executive orders that make law or otherwise usurp the Constitutional authority and responsibilities of the legislative


and judicial branches. This Constitutionally subversive practice must be stopped by Congress. All unconstitutional executive orders must be repealed.

I have been very concerned about the use of Executive Orders from both Democrat and Republican Presidents for a long time.  
As I understand it Executive Orders were designed for the President to be able to quickly issue orders to the Federal workforce when needed. Just as with any Executive of any large company, in this case the Federal Government, the President may feel the need to quickly issue mandates to correct or solve federal problems.  

What is the difference between a law and executive order?
Such orders carry the same force of law as executive orders, the difference between being that executive orders are aimed at those inside government, but proclamations are aimed at those outside government.

What is an executive order and who can overturn it?
Congress may try to overturn an executive order by passing a bill that blocks it. But the president can veto that bill. Congress would then need to override that veto to pass the bill. Also, the Supreme Court can declare an executive order unconstitutional.

I understand I am an outside observer here but the President, by Executive Order, halted the Keystone pipeline. There are several particulars outside government that should be addressed. The Union workers on this project are not federal employees, they are outside government. There are many, I assume, contracts between Canada and several states and even the Native American Reservations that must be honored. This order has affected many entities outside government that the Supreme Court may declare the Executive Order unconstitutional.

The current Republicans should sue the government to get this and the Wall Executive Orders overturned as unconstitutional. There are probably many other that may be unconstitutional as well.

Upcoming Meeting Information March 21, 2020

Your Chairman has been busy setting up a Zoom account. Zoom is a video conferencing site. I am scheduling our fist monthly meeting here on April 4 at 7:00. Mark your calendars!

At the moment this is the free service. We will have only 40 minutes to hold the meeting. As with all organizations this is a closed meeting. Only members in good standing (MIGS) will be invited to attend. MIGS are those that have verifiable poof their dues are paid through 2020 and have sent copies of their voter registration party affiliation as the Constitution Party of New York. This must be in the CPOFNY’s records and possession on or before April 3rd.  Guests may be invited from time to time as needed. Roberts Rule of Order will apply.

Invites will be sent on the 3rd of April.

Three major subjects I would like to cover are: (1) The State Convention, (2) Membership Growth and (3) Fund Raising.

If there are any other subjects you would like to present, please email me with your thoughts. I will do my best. Remember, we only have 40 minutes.

Greetings everyone!

1) As I sit here, it came to me that the Constitution Party of New York should be doing something to help our communities cope with this Corona19 virus situation. I would like to focus on ways to help our communities during this crisis on the monthly meeting call. My question of the membership is; What can we do as a party to help our communities? What fundraisers would be appropriate and doable? Who would benefit most from our efforts? I have a nice banner here if anyone needs it. I will send it ASAP. If possible; I may travel to an event you host, to help in any way I can. Please send comments and/or ideas to wwilday@nycap.rr.com. Thank you.

2) As of this writing I have not received one membership update. As in previous notes our bylaws require the members in good standing must submit a $20.00 annual membership dues and a confirmation of party registration from the NYS Voter Registration form. Our bylaws do not support any other means of membership qualification at this time. If you need help with this please contact me at the above email.

Chairman’s Notes: 2020 Membership

There are ongoing attempts of requesting info from Members in Good Standing, to add to our (MIGS) list. Routinely; information can become outdated, and thus: we are actively engaged with updating it for 2020. The names on this list are the only ones I have available and must be considered MIGS.

    If you feel that you are a MIGS but may not be on our list please email me with proof  of payment for the full year of 2020. If you do not have proof of payment but feel you are a MIGS then please contact Susan for the information and have her forward to me. It is extremely important we have the most accurate list available. I need everyone to help update our list ASAP. I do apologize for any inconvenience this may cause our membership.

    Fortunately, if there is an inadequate record of your membership you may re-submit your application with our Low Introductory $20.00 annual fee. Thats right; for a limited time, at this price: you can retain voting privilage at all our meetings! Come and help shape our party’s success.

  We welcome you to join our grand adventure, as we forage our way through the political jungles of New York, and attempt to tame it with a common sense approach towards Constitutional, Law Abiding Governance.
